You're cleansing wrong:
A. Your hair has product build up and you need to detox your scalp and strands.
B. You're using harsh shampoos and need a moisturizing shampoo.
C. You're co-washing and not cleansing.
You're skipping the conditioner.
Conditioning the hair is paramount to frizz free curls. Conditioner smooths the cuticles and allows moisture to stay in. Water based conditioners are best.
You're not detangling properly.
Knots and tangles is the major cause of lack of curl definition. After conditioning, detangle your strands with a water based leave-in conditioner that provides lots of slip. Detangling is key to getting your curls to clump which equals curl definition.
You're using a styler that doesn't work with your leave-in conditioner.
If when mixed together, your styler and leave-in conditioner clump then they do not work well together. If you mix them and they are smooth, then they'll define your curls. Do the palm test to figure it out.
